What is a Fiscal Agent?
A Fiscal Agent is an individual or organization, contracted by you, the household employer to act in his or her behalf in:

applying for federal and state employer identification numbers.

Obtaining workman’s compensation insurance coverage for workers.

Computing and processing timesheets and issue payroll checks to employees.

Computing, writing, and submitting required payroll tax reports.

Issuing year-end forms such as W-2’s to employees and 1099’s to venders.

Performing certain criminal background checks to aid in the hiring process.

Assisting employers by removing the hassle of tracking government employment requirements.

Providing an accounting of the funds spent for payroll, insurance, and taxes.
A Fiscal Agent can also provide other financial services such as acting as a representative payee to issue checks to venders as you or your guardian approve them.
Why do I need a Fiscal Agent?
A Fiscal Agent helps Household employers with establishing themselves as employers; paying their Household employees, obtaining workman’s compensation coverage, and complying with state and federal payroll tax laws.
Individuals who are not in business may need to hire caregivers, nursing help, child care providers, or other employees in their homes for non-business purposes. These individuals may be persons who have frail health, disabled loved ones, young children, or many other reasons for hiring household employees. The need is great, but the requirements may be over whelming. A Fiscal Agent can help remove the stress by acting in the employer’s behalf for certain responsibilities.
As an employer, you maintain full control over the hiring, firing, and direction of your employees’ activities. Your Fiscal Agent would help provide important materials to your employee to help you define their responsibilities to you; perform a criminal background check to help you determine your employee’s suitability to work in your home, answer your employment questions, and handle all payroll related communications with the Federal and State government.

How do I get started?
Individuals who are receiving local, state, or tribal funding for their in-home services should contact their case manager, service manager, or social worker to have them help you determine your needs and eligibility for the program that may best serve your needs. What if I do not have a case manager, care manager, or social worker yet? A good starting point will be the “ADRC” (Aging & Disability Resource Center) for your local county DHHS (Department of Health and Human Services). Many churches and hospitals also offer referral services. If you are determined to be eligible, your worker will make the proper referral to our Fiscal Agent Division. Our payroll specialists will provide you with the forms and materials necessary to begin the registration process. The forms will be tailored according to the program that you are participating in.
